Passage of the 2014 NYS Smart Schools Bond Act (SSBA) provided school districts with a new funding source devoted to technology systems. But while Covid relief packages such as the American Rescue Plan provide funds on a "use-it-or-lose-it" basis, SSBA allocations have no time constraints.
